The simplest usable version tracks three KPIs from one register: cycle time, renewals decided on time and supplier compliance rate. Add the rest once those are steady.
A good KPI dashboard covers all four groups, so one strong number cannot hide a weak one. Put the quarter's start date in B1 and end date in B2 of the KPI tab, and every formula filters on them.

A KPI sheet shows the numbers; the report says what to do about them. Keep it short and lead with decisions, because the people reading it own budgets and want to know what needs their sign-off.

The notice deadline is the end date minus the notice period, and it is the date that matters, not the end date. Sort this tab by days to notice every Monday and start the review for anything under 60 days. More on running a contract renewal process.
